I would just make a lot more sence:

  • When not moving you are compleetly stealth
  • When you are moving the transparent background get's a delay (so you notice something is out their)
  • When you remain in the vision of a enemy champion longer than 3 seconds. You come visible in stealth form for the enemy champion (only for that champion tho)
  • While in combat the stealth rapidly declay

Just think about this mechanics for Teemo

Teemo already has this.

Rengar gives you an exclamation point notifier when he's nearby in stealth.

  • When you remain in the vision of a enemy champion longer than 3 seconds.

Evelynn shows translucently when in range of opponents.

You come visible in stealth form for the enemy champion (only for that champion tho)

This goes against the team vision mechanics around which much of this game revolves. If you can see something, your entire team can see it.

  • While in combat the stealth rapidly declay

Riot doesn't like the idea of having stealth in combat. Vayne gets stealth during tumbles with her ult, but immediately drops stealth while attacking. Talon's ult makes him invisible, but he drops stealth as soon as he attacks. Twitch's stealth won't activate if he's taking damage. Shaco becomes visible as soon as he takes an action. Teemo appears as soon as he does something. Rengar appears as soon as he does something. Evelynn's stealth fades if she does something, and she is visible if she gets too close.

So there won't be stealth "rapidly decaying in combat." It's just "stealth drops as soon as combat is entered."

Why the hell would they give that to teemo? And do you have any idea how long 3 seconds is? That's a long time to be dealing damage with no click to hit abilities on you.

Blizzard and Heroes of the Storm already did this. Riot can't blatantly copy it.
