can jannas not have the speed boost passive

for a champion that is designed to be counter engage.. it feels a bit excessive to be able to speed up her allies.

her movement speed starts out at 335 then she gets that speed buffed.

i dont really know how to put into detail of how this game seems to be focused around mobility and with more mobile champions her ability to speed them up naturally is making it twice as hard playing a champion lacking movement.

Her passive only applies when they are moving TOWARDS her. She doesn't benefit at all from her passive.

She gets a movespeed boost from W when it's not on cooldown, but loses that speed boost when it is on cooldown.

She's had her passive slapped with nerfs ever since worlds.

From 5% global range (not that it needed to be global) to a glorified Captains enchantment, does it need even more nerfing?

Also, Janna isn't Counter-Engage, she's disengage
