Can We Make It Possible to Upgrade Tier 1 and Tier 2 Runes to Tier 3?

If we can't refund low-tier runes altogether, can we at least have the option of paying a reduced amount of IP to upgrade them to tier 3? Even that compromise would be better than throwing them in the trashcan once we have reached level 20.

You can combine them for higher tier runes can't you?

Rune combiner is gone (part of the rune re-work for newer players). Also, I don't think you can trash them anymore (because the combiner is gone), which is irritating because I have one t2 rune that is uglifying the rest of my runes.
