my biggest concern with no runes (also easily fixed)

currently with runes. i can get 30% CDR from items if i want to build all power items (without CDR) but still get 40% cdr

example. my ap shaco build is mejais ludens liandry deathcap voidstaff gunblade

no cdr. yet i got 30% from runes to spam daggers

please riot. let the new runes also give LARGE CDR (scaling) if chosen
