Does this new patch feel a little laggy to anyone?

Since the new patch dropped I'm getting a lot of latency issues, my character feels really heavy and I'm constantly having issues moving through creeps; bare in mind I'm on a constant 26ms with 60frames. I'm often finding seeing my character teleporting just get from one side of minions to the other and A+clicking seems to send my character into fits. Anyone else having issues like this? Would it be better to post this in bugs?
