Jarvan and his two roles

Currently, Jarvan is a rather above average pick. He has a very respectable 52% Winrate top lane.

Im not saying win rates are everything, but I think Jarvan is doing well in top lane.

Then I saw the Surrender@20 PBE updates. Jarvan is getting yet ANOTHER buff, this time to his E Attack Speed. When I saw this, I thought, "Hey! Look! Riots trying to out Jarvan back in the Jungle! Right now he has a 48-49 % Winrate Jungle, so I can understand that."

Then I thought "Huh. More attack speed. Wouldn't that make his already above average top lane even stronger?" This is when I realized that if Riot are going to make J4 Jungle an A Tier Jungler again, they were going to make him a S tier Top Laner in the process.

Now I have played a lot of Jarvan. I'm not good at him, but I have played him in the Jungle and in Top Lane. I think I have some observations on Jarvan in both his roles.

Observation 1: Jarvan in the Jungle seems somewhat gold starved.

I have always felt like I didn't have enough gold for Jarvan in the Jungle. His Full AD Oneshot Build is too expensive from the jungle unless you're very fed, and I have noticed his clearing is definitely weaker compared to other Oneshot Assassin Junglers like Rengar and Kha'zix because he lacks innate sustain in his kit. This means farming is not as great an option for him.

In lane, though, Jarvan gets Plenty of gold, and can just get farm to be able to Oneshot people in teamfights.

Observation 2: Jarvan Jungles biggest problem is getting absolutely wrecked by monsters early.

This is a problem, since it leads to just poor clears in general, which means ganking is the only thing he can do early game.

So I think the way to get Jarvan back into the Jungle Meta is just some Jungle Specifc Love, making it so he doesn't DIE to camps, but doesn't clear them with too high health or too quickly to the point where he ganks you at 4 minutes in.

I think the way to do this is going to be giving some Jungle Specific Damage reduction in his kit, like 5% Damage reduction against Jungle Monsters.
