The numbers are skewed because of how few people play Koggy often.

It isn't very encouraging, though.

You see similar effects with a lot of champs (e.g. Ashe, Tryndamere, Cassiopeia etc.). As an anecdote, I can tell you that years ago, when ranked was even more toxic than it is now and you had an AFKer every second or third game, I got frustrated with the community and would just pick Twitch or Teemo constantly. The more I played them, the more I'd lose because I was instant picking them without care for my team comp or enemy team comp.

So whenever I see that distribution on a graph, I assume that people are picking that champ constantly because it's their favourite and they want to play it whereas the people with fewer games played may be picking that champ only when it makes sense to do so.

There could also be patch effects playing into the graphs of some champions. For instance, if a champ got buffed recently and was OP, and people started playing her, you'd expect the win percentage for people with fewer games to be higher than the win percentage of people with a lot of games who played her even when the champ was underpowered. The opposite would be true with a nerf.

There's probably a zillion variables that could theoretically affect it (e.g. item buffs and nerfs, a change in the meta)...I don't know if there's any detailed data that could shed light on the issue.
