Don't forget that they added masteries to resist slow, always usable, no matter how many points you have in defense.

Red buff can only be given to 1-2 allied champions at a time and is not permanent.
Red buff slow is weaker than fromal slow
Fromal slow is more consistent than any slow you listed

Fromal is used to stick to enemies more effectively. Removing slow stacks does not prevent it from serving that function, at all. Especially since slows only stacked at 35% effectiveness to start with.

It does, since it makes Red buff less effective

If an enemy champ has 400 move speed and is slowed by both, and you're melee, they're down to 220 move speed. If they're slowed by just fromal, it's 240. Either number is plenty low enough to run down without losing many, if any, auto attacks.

If you're ranged, they'll be down to 266 with both slows and 280 with just fromal. The difference is even less here, and again, both numbers are quite easy to run down. So idk what you're complaining about.
