Feels like there is no item that specifically counters Armor Pen stackers

I feel we need something for Armor Pen stackers who posses burst damage abilities and don't care about attack speed reductions.

All of the Armor items either counter attackspeed or have another gimmick like movespeed and burn damage.

Flat armor counters Lethality, but is still shredded by percent pen. Armor pen stackers get both and make current armor items seemingly irrelevant.

Something similar was taken care of over on the AP side where there was no item that really dealt with damage over time. Riot gave us to fill the void.

Something with Health and Armor that has an additional effect of reducing AD ability damage would be an ideal go-to item.
