Neeko Begs A Question, what is a good champion design

Okay, let's start by saying this isn't a Neeko thread. However after seeing her footage and some of the comments about her I'm starting to think an important question isn't being asked. What is a good champion that is fun to both play as and play against? I ask this because while Neeko looks fun to play, all of the tricks she has means that she's probably going to be a nightmare to play against. She's clearly an #LCSBIGPLAYS sort of champion and as we all know such champions are going to be broken one way or another in solo Q. I don't think that riot nerfing vision just before introducing her is a coincidence, even if the pros are the main reason for vision going away.

So what champs do you guys think are both fun for and against the people playing them?

PS. If Neeko's health bar doesn't appear as the same length as the champion she's mimicing to the other team, riot didn't do their job on her.
