What about 40% cdr Urf where you could build to 80% max? I could get into a gradual ramp up and not every champ would be as crazy as they are now. Just because it exist in its current format doesn't mean Riot can't change it.
Mostly because URF is an excuse to have full damage builds without care for issues in norms like mana, cdr, etc...
or get rid of urf.
The should just do this in a new gametype:
That allows unique passives to stack and put no limit on CDR allow to get to 90% lol
but you still have to get the gold to build it. Also mana and resources are real. maybe 100% increase in energy restore. and 50% mana cost on spells.
Would be kinda fun.
