Riot balance team philosophy: We nerf but we compensate buff

Why can’t you guys just nerf one champion? Just nerf them. Why do they need a compensation buff because you nerfed something?

Riven changes on PBE for example, they are nerfing Riven’s E cooldown but instead of leaving it at that, what do they do? They buff Riven’s Q cooldown as compensation.

We don’t want compensation buffs to go along nerfs. Just nerf the champion pls.
