What's the ETA for individual shut down gold (snowball)?

I think team gold from shut downs creates unfair onesided stomps/swings by teams (where even bad players can shine or vice versa). Some might argue that solo snowballing was an issue aswell but it really rewarded players who played their lane or champion well. Even most pros miss that aspect of solo queue. Right now u snowball as a team not as an individual.
