Nerf J4 Dragon Strike range?

Kassadin R range nerfed. May be it's time for Jarvan's Dragon Strike? Attack with insane range, jumps from fog, no escape from it on toplane (I need to save flash for his R) - its all about one skill.

Ok probably it's not clear. I meant not escape from his Q, but there is no escape from J4, because he has his Q and his R, and he can chase his target until he'll kill it.
