Not really inting, so much as it is stupidity.
The punishment labeled "intentionally feeding" includes every kind of assisting the enemy, including calling positions/ults out in /all chat or a clear troll pick like AP Garen jungle. It doesn't just include running it down.
The things that decide whether or not someone gets punished are the volume of reports and their score. So if their score is poor enough that it's no different from running it down, yeah, you can report it and maybe they'll get punished if they do it often.
It's not intentionally feeding. Before they changed the Scuttle spawn time that was the only tactic most meta Junglers had, was to keep ganking lanes. For some champions, like Lee Sin, Kindred, etc. They are very level 2 reliant because the don't get as big of an advantage from power farming the Jungle as do other champions such as Amumu, Hecarim, Nunu, etc.
Now that they changed the scuttle spawn time the game has gone back to a full clear, level 3 meta, which has been the primary dominant Jungle meta throughout LoL's history. What you are describing probably won't happen too much so I wouldn't worry about it too much. Just remember, that some Junglers rely heavily on lane ganks and try to always assist your Jungler even if you don't think it's a great idea. Even if it looks like a bad trade or that you will lose, some people are just very mechanically good at the game and can make that gank for you -- despite you thinking it looks like a poor decision.
