Taric needs a buff. Here's why.
Nerfs
7.02 - Redemption Health reduced to 300 from 400. Mana regeneration increased to 125% from 75%. Active heal reduced to 65 - 490 (based on target's level) from 150 - 490 (based on target's level).
7.12 Health reduced to 200 from 300. Base health regeneration reduced to 50% from 75%. Base mana regeneration increased to 150% from 125%. Heal reduced to 30 - 370 (based on target's level) from 65 - 490 (based on target's level).
7.15 - Knight's vow Health reduced to 350 from 400.
7.18 - Knight's vow Total cost reduced to Gold 2200 from Gold 2300. Combine cost reduced to Gold 600 from Gold 700. Health reduced to 250 from 350.
7.19 - Ardent Censer NEW EFFECT: You also gain the unique passive attack speed and on-hit effect when shielding or healing an allied champion. REMOVED: On-hit healing. Bonus attack speed changed to 20% - 35% (based on target's level) from 25% at all levels. On-hit magic damage changed to 20 - 35 (based on target's level) from 25 at all levels.

Shockwave health ratio reduced to 3% of maximum health from 3.5%. NEW EFFECT: Shockwave damage now scales with 15% bonus AD. NEW EFFECT: Shockwave damage now scales with 10% AP.
8.2 - Guardian Cooldown increased to 70 - 40 (based on level) seconds from 45 at all levels. Base shield strength increased to 70 - 150 (based on level) from 60 - 150 (based on level). AP ratio increased to 25% AP from 20% AP. Bonus health ratio increased to 12% of bonus health from 10%.
8.3 - Magical Footwear REMOVED: Upgrades to tiers 2 boots costing Gold 50 less.

Bonus health ratio changed to 20% of caster's bonus health at all level from 2% - 36% (based on level). Lockout time after being affected by another Locket of the Iron Solari increased to 20 seconds from 8. Lockout shield strength after being affected by another Locket of the Iron Solari reduced to 25% from 50%.

8.7 - Presence of Mind NEW EFFECT: Damage rating Takedowns restore 20% of your maximum mana and refund 10% of your ultimate's cooldown. REMOVED EFFECT: You restore mana equal to 100% of mana expended for 7 seconds whenever you score a champion Damage rating takedown or level up.
8.9 - Tear of the Goddess Total cost increased to Gold 850 from Gold 750. Combine cost increased to Gold 375 from Gold 275. Mana cost refund reduced to 10% from 15%. NEW EFFECT: When gaining maximum mana from MANA CHARGE, now preserves the percent current mana, instead of restoring the same amount of maximum mana gained.

8.2 - Glacial Augment Minimum ranged attack slow increased to 30% from 20%. Minimum melee attack slow increased to 45% from 40%. Maximum melee attack slow increased to 55% from 50%. Freeze ray slow increased to 60% from 50%.
8.3 - Legend Tenacity Tenacity per stack increased to 2.5% from 1.5%. Tenacity at 10 stacks increased to 30% from 20%.
8.7 - Approach Velocity Bonus movement speed increased to 15% from 10%.
