Ranked Matches Change

Being a new player I've constantly been told that I am not ready for Ranked Matches due to being "New" to League of Legends. While this may be true, me only having 200ish games in normal pubs, and only 14 ranked matches. I am currently in silver. What I'm getting at is I do believe they are right, not because I'm new but because of the number of "Smurf" accounts in ranked. Personally I think they should be banned because a Silver or Bronze player going against gold/plat/diamond or even challenger ranked player is unfair.

So in order to silence the constant complaints of these "Smurfs" I desided to make this post with a poll, on new restrictions for being able to do Ranked Games.
