Nerf talon.
More tenacity. 30% in not enough it should be able to go up to 100%. With 99% of champions having cc, stuns, knockups,slows, etc. 30% is not enough.
Make grievous wound items actually viable.
bring back boot enchantment. Dragons may give speed, but you can't give any guarantee you'll get air dragon.

Have you played against him? As soon as he hits level 6 your done, fed or not. How do you counter some who can short range teleport, hits you hard, then ultra turns invisible and rekts you

Hardly, because he's never picked. But I do play him, and I consider him the perfect assassin and here's why (and let's just compare this to zed, who is the strongest assassin and you conveniently left out):

a laughably weak laning phase that can be punished by almost every champ
no escape (aside from ult or his e if you conveniently have a minion to jump to, which is rare)
no sustain
if you use ult to assassinate someone in teamfight you will immediately die as you now have no escapes

Now let's compare these points to a zed, shall we?

farm from range with Q, shadow Q, shadow E, all of which have low CDs
instantly clears a wave with W,Q,E
shadow is one of the best escapes in the game
has energy, so no mana to sustain
can ult and assassinate someone, and ult away, with little counter play. and still has shadow to escape.

And since you are obviously a silver/bronze player I'll help you out and let you know how to counter him.

play any champion against him mid lane and bully his farming
buy a pink ward for his ult
You play a lot of yasuo, which can literally block 95% of talon's damage with windwall, soooo yeah... that shouldn't be a problem. That's it. He's pretty perfectly balanced, but overshadowed by all the other strong assassins (LB, Zed, Ahri) and anyone calling for him to be nerfed is uneducated. pce.

I'm pretty that's why I said it. Even when riot gave us up to 50% tenacity, it barely made a scratch on the cc. Plus stuns stack. 3 people stun you its perm gg

I know plenty about balance. Stuns stacking and giving everyone and their mother a stun that lasts more then a second is not balanced.

it is balanced. in a team fight, if you are perma stunned by a team then thats time the rest of your team isnt stunned and you just won that fight. in a 1v3-5 situation well you werent gonna win anyway

With 100% tenacity, several abilities in the game would become literally useless. Not to mention Olaf's ultimate would lose just about all of its relevance. 30% is fine imo.
