If an adc does his job right he should not be taking more than 1 or 2 ccs in a fight. There are exceptions, but getting ccd is death generally. Reducing that cc by a third doesnt change that against good players. If you needed to use your qss twice, most likely you screwed up. There are exceptions to this. If your team, esp your support doesn't peel for you, you probably cant get as close to the fight as you need to without dieing. If the enemy team has a super heavy dive team, it's possible that they get to you like crazy. In that case, you position so that they have to suicide to get to you. etc. there are probably a couple more that I havn't considered. But in general, the ability to escape the first cc that hits you is far more valuable to an adc than having it's duration reduced.
I regret that this thread turned into bashing, but well, it seems like the g and b board has even more nonsense on it than old GD did. I don't see any of the people who used to give good insight as authors of threads. oh well. Anyway, I did look you up. You are obviously not bronze. You are however, obviously a specialist. I would be keen to hear your opinions on irelia any day of the week. Adcs play a tad different though. Anyway, my main point is that reducing the time on cc by a third is not very valuable for adcs. Instantly removing it so that you can keep kiting and repositioning as the fight continues is. I hope that helps.
Edit:For the record, I refuse to defend the adcs you are playing against. Let them complain. Irelia is in a decent place right now, but I can name 4 top laners off the top of my head who I am pretty sure are stronger.
