so im reading the upcoming changes, and this is what im reading.

Baleful Strike (Q) Mana cost lowered to 40/45/50/55/60 from 60/65/70/75/80. Passive AP gain on champion and minions removed (due to moved to new passive). Now Grants on Phenomenal Evil stack on unit kill, two for Large Minions and Monsters.

[Reworked] Phenomenal Evil Power (Passive) "Striking an enemy champion with a spell grants Veigar a stack of Phenomenal Evil, granting him +1 ability power. Takedowns grant an additional 3 stacks. [Takedowns include assists.] [Stacks now show on Veigar's buff bar.]

my question is ** does veigar need to last hit minions with Q in order to get bonus ability power, or is it from all methods of CS, or are stacks only from hitting enemy champions ?**

You need to last hit with your Baleful Strike on minions, but you can gain stacks from hitting enemies with any of your abilities. If you were able to farm with Dark Matter, it would break the very concept of AP.

thats not what the change log says which is why im asking.

the q change specifically says Q stacking is removed.

and the passive change doesn't affix AP stacking to only with Q.

Notice how none of the abilities mention Phenomenal Evil Stacks upon killing units.

Riot said when they were announcing the changes that they liked Q farming and Veigar's laning phase, and they wanted to preserve it.

its not an argument, you dont possess the knowledge to answer my question, you're just wasting everyones time, i dont care what you think, of what might happen i want an explanation/clarification, which you cant give because you dont work for riot and you dont have a direct link to a red specifically saying _______

the words are there, and thats what they say. deal with it.
