Why does no one play Zilean

Why is Zilean not played, Passive is a level boost, Q is damage, zone control and a possible stun, W is ms buff/nerf, E is cdr and his R is GA on a low cool-down.

Mainly because he's boring and outdated.

IMO he's a super strong, super safe pick into most laners and theoretically fits well into any team comp, but his delayed and linear abilities usually turn most people off from playing him.

Ekko having a 30 second CD on his R + Zilean is going to be cancer

Actually you got the abilities wrong XD. His W is the 10 second rewind while the E is the slow/speed up. One of the reasons zilean is so strong is because his Q is unavoidable damage; which when combined with W can be a stun. in total zilean has the longest CC chain in the game. E Q W Q E. The E can slow up to 99%, the stun is about a second long. However, to answer your question. Zilean is very simple and boring, so not a lot of people play him.

One of his huge issues is that his Q, especially if you want the stun, deals a huge amount of damage to the wave, and the enemy can ensure that it does this.

Yes, you are 100% correct, that is one of zilean's many flaws, but one benefit is if someone goes to last hit a canon minion, you can throw double bombs on the enemy caster minion and stun the enemy, however, if you dont build much AP then your bombs really dont do much damage.

Slow Q's and super predictable in general. Only one ability to cast makes it obvious when you want to cast it. He also has poor mana to keep him out of mid-lane. Ironically I see him more mid than support anyway.
