If nerfing spellthief/sickle, can we at least get the old cooldown back?

Please can us humble supports who are once again getting stuff taken away from us at least have the old cooldown bonus restored when we get the item upgraded? I mean seriously - it seems that us supports just can't get nice things because, once we do, some other damned lane starts abusing it (e.g., redemption, ardent, relic shield adcs, etc.). Or at the very least can we get some support/utility items that can only be purchased if you own one of the starting support items? Please.
