can Talon's R when going to target instead of him procs his passive?

like when full combo as Talon against someone u have to basic to passive and they can cc u at this time or even kill you or they escape in s9 80% can escape by dashing or something but i will mention 5 to talk about cuz they play against Talon

,, , they can escape when Talon makes his full burst combo and they can before he finshes off his target by his passive

W.R.Q and then they escape before basic but R goes on them so can R proc his passive?
