@Meddler thoughts on Viktor? Will he get nerfed?

Viktor gets played in Lck/Lcs again. Do you think he is overperforming? Will he be balanced around pro play or is he fine for Dq and pro play at the moment? I have the feeling that he is something like kassadin. He needs to scale. His early is pretty mediocre, so what are your thoughts about him?
