The timer on leblancs passive should be increased but then should decrease a little per level

The timer on leblancs passive is 1.5 seconds right now. My opinion is:

-Way too quick early-game -Perfect midgame -Way too slow late-game

I'll break it down into three parts:

EARLY GAME

Leblanc gets a lot of poke with her WQ combo and some waveclear. However, having 1.5 seconds to go away is too little for the early game. In addition, her E is proc'd solo by it in the early game which I feel is too much right now.

MIDDLE GAME

Leblanc is starting to kill people with her full kit but will usually need to ignite or get another Q on them to finish the job. Right now the 1.5 seconds are perfect because her E is now proc'ing it and all her kit is useful instead of one ability being never used.

LATE GAME

Leblanc is able to kill people with EWQ (but may occasionally need RQ or RW) if her passive goes off and is a good assassin. Or, she's supposed to be like this. Her E is falling off and is barely used. Unfortunately she cannot get any kills because she is killed way too quick, since she has to wait 1.5 seconds to get her much-needed E and/or passive off. She is killed in this time since she is very squishy and lacked the damage upfront to kill someone.

My proposal is this:

Increase the passive timer from 1.5 seconds to 2 seconds. However, it decreases by 0.05 seconds per level, eventually reaching 1.1 (or 1.15 depending on how you see it) seconds.

This way it would turn from

-1.5 earlygame -1.5 midgame -1.5 Lategame

To:

-2 early game -1.5 midgame -1.1 Lategame

Now Leblanc can truly do what she was meant to do: assassinate targets quickly, instead of waiting a very crippling time to kill (in which time she was probably killed).
