Well, Ludans is a rush item that indeed offers great beginning stats, but Mages need a item like that. Mages get HP because that is their main defensive stat. It's like that because Mages and Assassins (your main mid laners) burst, so having more HP helps them survive said burst. It's also like that because as a class, they have the worst health leach in the game. AD champs all have access to Life Leach items, so mages need HP items to make up for that.
Seekers offers better raw stats (with a small stacking effect) while Hex gives not quiet as good raw stats but gives a shield that during the early games negates a burst mages kill potential while it's up (also null shield rune).
Also, believe it or not, Guardian Angel is also a pretty anti burst item, even though it gives Armor. As say a LeBlanc, and the ADC has a active GA, even if I play my Load on the ADC in a teamfight, I can just pop the GA and retreat.

These all have anti burst mechanics and two of them are also Life Leach Items
Another LL item, and it helps by giving MR and allowing you to get out of CC, which most Mages depend on in some shape or form
This item is niche, I get it, but on aggro assassin that shield and HP help alot.
While this is mainly a ADC item, but if you can get the 1st hit, that's more burst negation.
Also, if you wanna complain about AP/HP items, go look how many AD/HP items their are as well, granted not every class would build more then 1 or 2, ADCs have LL items, Melee AD champs have AD/HP items. A common build for Mages is Morello, Sorc Pen, Ludans, Deathcap. Void leaving a spot for Zhonya's or Bansees, so while it would seem they have a lot of HP options, their build is generally so cookie cutter that you only have two slots for situational building without actually hurting your main damage output. Ludans, Boots, Deathcap, and Void. You could go two AP/HP items but you lose 10% CDR.
