Nerf Exahust.

I think we can all agree at this point is beyond broken. Exahust does multiple things

1. Reduces your ability to kill someone by half. and if your an ad champion its more like 75%.

2. absolutley makes burst based long cd champs (assassins) useless the entire team fight.

3. the slow makes running away or any sort of potential outplay pointless.

4. reduces mr/armor and gets you killed faster

exahust is too strong. and it needs to be nerfed. remove the armor/mr reduction. and the slow.
