Lets compromise on flash, it should disable any other dash/blink for 1 second
and not be castable for 1 second following a dash/blink.

Don't really see why Gragas E Flashing is a problem. You can predict it with your own flash etc and it's kinda the only way he stays relevant.

Just make it so you can't flash mid ability, like with those two, and have it change the area it effects. If you wanna flash ult, fine, but the amount of times i've seen where it looks like grag or malph or someone does their ability and it looks like it's going to miss, but then flash during and it extends the hitbox for some fucking raisin is dumb as shit. That's not expressing skill, that's taking away counterplay from the enemy team because now it's not even about outplaying, it's how can I cheese the enemy so that they literally can't respond.
