another mess of a patch

Ornn is already op, about to take cho's place on perma ban after these buffs, Fio too (triple her mana costs or something plz). Lee already the early game god getting early game buffs? I'm still waiting on all the Vladimir glitches to get fixed from when they broke him last year. Ryze changes too little too late but its a start I guess. Can we get the FrostFang move on spell effect for single lane casters yet? at least we got the gragas mechanic tweaks after 5-6 years of invisible hit boxes.

Edit: Oh and can Kayn please just choose his form when he has enough souls? no more of this waiting 4 min stuff, its that or give him a real passive before changing cuz 15 min average for a passive on a squishy champ is too much.
