Why is this a good idea? This has to be a bug, right? Go ahead, Boards, do the math of what his HP can be. I know at 13 stacks it's 2100 bonus HP.

CONSIDER THE FOLLOWING

Cho is an immobile champion that doesn't operate with natural tankyness besides the bonus health, and has only flat damage and healing in his kit. The more stacks he has, the more vulnerable he is to %hp damage, which the game is absolutely filled with, and he is underwhelming in teamfights or skirmishes. He is a large walking ball of stats with lackluster cc and zero engage, disengage, or mobility.

Health stacking is not ever a problem, especially when we have item 3153 item 3151 and so many other sources of HP% damage.

Sion with 600000 HP will still lose to vayne with lifesteal.

Not a bug, definitely intended. It no longer has the amazing ap scaling and it lost the ability to gain cdr by consuming minions.

he is really not that strong considering he is pretty much a late late game champ now and a lot of games end before that.

Actually, no it isn't 2100 bonus HP. With the upcoming buff, it would be 2080 and CURRENTLY it would be 1820. What math are you doing to calculate it at 13 stacks?

After 6 stacks, he can only get more by killing champions with his ultimate. If he has 13 stacks, he has killed you and your teammates 7 times with his ultimate, so seven seperate fights. That is a very long game. If you stall out a game with an infinitely stacking champion, you deserve to lose.
