what is gonna happen to champions that survive on the phantom hit passive

Now I don't like devourer as an item in terms of how healthy it is. but a champion like Jax doesn't really have a way to quicky applie on hits like Warwick ultimate or MasterYi instant ult and double strike. sure jax auto attack speed buff from his passive is huge. but you have to think this through. for what reason would you buy bloodrazor since the main focus in this game is to kill squishy damage dealers. there is no base damage. its just the 3% max on hit damage. I'd expect there to be. idk buff the 30 on hit to 40. remove phantom strike and give us 2% max health damage. are you telling me its gonna take like 20 autos to kill an adc when i have that item at that point lol. there are multiple champions that depend on the phantom hit mechanic rather than the on hit damage. jax both passive stacks faster and his ult passive procs faster. its more important than the on hit damage to him. however master yi cares more about on hit passive because of how his double strike works. and warwick ult well you know how it works. applies on hits regardless of phantom hits as it doesn't affect it.

devourer was basically 2 items in one kind off. it did two things and even tho it did things on better champions the second part of the time was an un asked for buff for some other champs.

now don't get me wrong. I wanted to see devourer. go away. and see a more advanced item rather than just sit there and auto people to death.

I see this as a buff to Kindred more than any champions in the game right now.
