[HYPOTHESIS] What if Lux's Q had a lower cooldown, but less snare duration and damage per hit?

Lux's gameplay is good for the most part, but has a glaring flaw: even at 40% CDR, she basically fires a single rotation and then waits SEVERAL seconds before she can do anything again. Compare this with Ziggs, Xerath, etc., and you find that to be a bit... weaksauce.

Now, this is just to hypothesize, but do you guys think Lux could have more interesting gameplay if her Q had, say, an 8 second cooldown, but snared for less time and did less damage per hit?

Why would we do this? Well, more Light Bindings all over the place would make Lux more fun (and annoying to enemy), but it'd have to have less power if it's a skill she can fire every 4.8 seconds when she has 40% CDR.

Anyone want to discuss it? Note that this isn't asking or demanding that Riot do this; it's just food for thought.

And take a moment to think about it before just clicking that downvote button.

I'll go ahead and tell you right now that reducing her snare speed would make it to where you build Merc Treads and now you no longer have to dodge her Q to dodge her combo. You'd be able to eat the Q and be able to walk away from the laser that's pointed at your face. It's bad enough Zhonya's and any other kind of flash with merc treads is a counter to her entire kit, but to make her Q last for even less would make it to where anyone would just walk away from it and dodge over half of Lux's damage without really costing them. At least when you have to get a Zhonya's, you're dumping 3200 gold and giving up on damage or mana and CDR, but boots? You might miss out on 15 MPen, 25% AS, or 15% of CDR. All of those would be worth trading for to reduce the amount of damage taken by another champion by over 50%.
