When considering the theoretical value of %current or %missing health, the damage can be roughly considered to be near half the amount in %max health instead.

For example: Blade of the Ruined King does 8% current HP damage. The average damage over the course of a 100-0 fight will be obviously at 50% health, and 8% of 50% would be the same as 4% of 100%, so the 8% currentHP would be roughly worth the same as 4% maxHP.

This is an estimate and not a hard rule, of course. There are certain gameplay patterns that would increase or decrease the value of current or missing health damage relative to maximum health damage. Generally, current health damage is worth slightly more than half the amount in max health damage, and missing health damage slightly less. This is because of the existence of sustain and the tendency of opponents to try to stay at high amounts of health - this difference is higher at higher ratings where people tend to play safer.
