Add a lane/role swap during champ select.

I've had many-a-ranked game where in the lobby I would want to switch with somebody - but wouldnt because theres no real incentive for me to do so, only in emergencies, and even still i and most people wont step up, simply because despite filling as a support the system doesnt count it. My solution is simple:

Adding to the "champion swap"ability we get a "Lane/Role swap"

1: this means oblivious players in the chat don't freak over you going bot with lee sin 2: people who fill in champ select due to a lane swap get "fill" credit for it 3: people will be more likely to fill on the fly - for me personally the reason i dont do the fill is because Im not autofill protected. giving a polayer auto-fill protection is a nice incentive, and makes these kinds of incidents more likely to happen.

Abuse prevention: Something like this would basically mean that anybody at any time can do this to dodge autofill so here are some anti-abuse measures.

1. limit trade to ONCE per lobby.
2. Prompt the team via vote (at least 1 other) to validate the lane trade
3. Lane trade between queued up pals is NOT allowed
4. If the lane you swap for is one of the lanes you originally queued up for you are no-longer auto-fill protected.
