Nerfing tank damage

I have played against champions who go full tank, but still do massive damage. Most of them can do massive damage with no fall backs because they trade without worrying about dying. These are mainly . No they may not all be meant to play tanks, but I have played against them where they only build . Yes these have their affects, but non are meant to be able to build and still have the champion do massive damage.

I think it needs a look at. It's very toxic.
