In your new masteries video, when you were talking about intelligence (+5% cdr, +5%cdr cap) you mentioned that this works out because CDR now comes in increments of ten from every item, but a full set of scaling cdr blues comes out to 15%. Because almost literally everything else DOES come in increments of ten now, you can't get 5% from masteries and hit 20% with runes and one 20% cdr item. This isn't really a balance issue, it's just a little irritating. You know that "oddly satisfying" meme with stuff fitting EXACTLY with other stuff? It's like you undid one of those. Which is totally riot's prerogative as game designers, but Phreak's comment made me feel like maybe this just fell through the cracks.
