You don't have to deal low damage just because youre a tank, tanks are heavy things that deal heavy damage but usually in intervals or very situationally.

If you aren't paying attention you WILL go squish

also what are you calling a tank?

Actually tanks can only one shot squishies with no HP and no resistances. Typically only AD carries and some mages build like that.

If by everyone you mean squishies, then it's because squishies die to pretty much anything because they are squishy.

I don't think anyone really knows why and its really obnoxious to be slapped down in 10-15 seconds by someone you do no damage to but can't run from

Protip: it's not a "one shot" if it takes 10-15 seconds to happen. That's a pretty long time in this game
