The Problem with Cloud Drake

The issue I have with cloud drake is that the buff doesn't have a impact on most champions that get it. All the other dragon buffs either makes you stronger at something your good at or make weaknesses less noticeable/exploitable. Cloud drake however mostly makes champions who already good roamer, splitpushers, or teams that want to rotate better while having little impact for everyone else. Champions tend to either be either good or awful at those things and that's due the nature of their kits/playstyles which isn't changed with out of combat move speed. Giving it in combat move speed keeps the idea of what cloud drake is supposed to represent, which is speed. But becomes more useful to all champions.

Combat movespeed makes landing skill shots much harder and is why boot enchantments disappeared, so that isn't the answer.

The truth is that it is VERY hard to accurately determine how powerful the cloud dragon is. The ability to roam around the map, get out of base faster, etc means that your team might be able to save towers, or get initiations that (without the cloud drake) your team wouldn't have been able to take in the first place. But that is something that is very hard to quantify.

Boot enchantments were removed because riot felt there was too much mobility in the game, but cloud drake is a buff that you can't be expect to get every game while your opponents having the same opportunity to take it themselves. I agree that it is hard to quantify its strength, but in its current state the buff feels way to niche and needs something to make it more appealing to a broader amount of champions.
