Spec. Cowl Passive vs Spirit Vis. and Banshee's

Someone please correct me if I'm wrong on this, but is it a little strange that the passive from Specter's Cowl is so different from the respective passive of the two items it upgrades into?

I'm pretty sure every other component item either passes along the exact same passive or a stronger version of it.

There's a few other items that do that. item 3134 Serrated Dirk's passive doesn't carry over. item 3191 & item 3052 Seeker's Armguard doesn't carry over the bonus Armor and Jaurim's Fist doesn't carry over the bonus Health

It's a totally valid design choice, a very strange one, but one indeed.

but item 3157 and item 3022 ,item 3053 ,item 3748 all have at least the same stats as the maximum stacked base Item

I agree with Dirk, I must have overlooked that one when I did a quick search before posting this, but Seeker's and Jaurim's final items provide greater stats than their fully stacked components.

I'm not saying that it isn't valid, I just think it is a little odd.

item 3211 -> item 3065 or item 3102

You don't really lose the passive when upgrading. You are basically going from conditional health regen (after being hit by an ability) to constant health regen.

Riot has become quite fond of component items having passives that don't transfer directly to their upgraded forms. Spectre's Cowl was actually a quite early version of that. There's also Serrated Dirk and Lost Chapter. Similarly, the upgrade to Guinsoo's loses the base attack speed of Recurve Bow. In all these cases however, the missing passive or stat is replaced by something that has a similar purpose. Morellos has a different but arguably stronger mana regeneration effect than Lost Chapter. All of Dirk's upgrades have some form of powerful offensive active or passive that replaces its passive. Guinsoos gets its attack speed with each of its stacks.

Cowl also transfers its passive roughly to its upgrades. The conditional regen of Cowl is replaced by stronger permanent regen on Spirit Visage, while on Banshee's Veil its replaced with a weaker permanent regen and a spell shield (preserving the way Cowl works as a defense against poke [though of course with Veil you'd rather block a hard CC than a poke spell])
