Shield breaker could be a good way to make Wit's end more situationaly decent.
Just saying.
Doing 126 damage to shields instead of 42 might make people consider it more often when the enemy team is shield heavy.

Stop. Shields already have the innate weakness of being able to be waited out. They don't need an easily accessible way of making them straight up useless with no recourse available to the player. At least with Heals, you can back off and Heal Out of combat. Shields are useless if they don't block anything.
or, OR we just balance shield instead of having it be another heal and grievous wounds case where heals are either OP or garbage
Honestly there should be a way to cleanse GW. Or at the very least executioner's calling should get deleted so AD champions have to build all the way out to mortal reminder for their GW like mages have to build all the way to morellonomicon.

Never really understood why they removed that aspect of Soraka’s ult. I’d honeslty love a revert of Soraka back to her season 5 state with some allowances... Q should go back to the season 5 state with a central area that does more dmg and slow, have the center hit heal immediately while the other hits act how it does currently (increase heal over time that synergizes with the W). Thereby more skill expression is allowed alongside damage. Decrease the immediate heal from W, unless empowered by Q.
I'd rather it be on an item so Vlad and Illaoi don't get cucked by someone spending 800g on executioner's calling.
Just switch Wit's AS for HP, buff it's MR drain to 8 hits of 5 (Max 40 MR), and buff the Damage to 65.
Boom, it becomes a AP bruiser item.
Decent on:

Good on:

? I don't think it would be useful at all on those two? Because Azir can't trigger on-hit effects when he is using his soldiers
And Zac usually don't get to auto attack that much because of the channel on his E and R (though he does have time to AA some when not using his ultimate but there is also picking up his blobs so it could work)
Zac does not AA that much because his AA is useless and AAing between spells is not that useful. But if his AA boosted his MR, increase the dmg of all his spells and dealt +65 dmg that might change.
Azir's soldiers did not proc on-hit, however Azir can AA enemies for the MR reduction, to set up his combo with his soldiers.

You clearly don't know how important 42 is.
Only the meaning of life, the universe, and everything.

That was a bad bonus to begin with. They shouldn't have had such an impossible to gauge passive on such a complex kit, shouldn't have have had weird regeneration rules on a shield based on what teammates do (Overheal Precision Rune), and putting it on an item for anyone to abuse is nuts. Instead of making it "situational", it'll make champions impossible to pick who depend on those shields, and it makes the item ultimately be dumpstered yet again until they find some credible value for it outside its cheese.
Bad passive is bad. Let it die. You want Wit's End to live, take the MR off of it. It's already got all the "situational gameplay" it needs to be shunned heavily from that stat. Even Yasuo is using this cheese
Grievous Wounds is a bad choice mostly as well, but at least regeneration is a unanimous trait, with most players opting for some type of potion or mobility boost if heavy sustain isn't available in your kit already. It's also nearly core on the Top and Jungle roles altogether, so it is a bit less niche than shields.
I also don't need carries building it to counter Janna/Karma if it isn't already a build choice. Countering team compositions needs to be more about using the mobile parts of your kit better than theirs, not Water beating Fire or some Pokemon crap. Brand shouldn't be forced to use Thunderbolt in order to deal any damage to Nami, and likewise, No champion should be irrelevant once the enemy team has 3 Wit's Ends (Tahm for sure).
The counterplay to shields is still to delay casting through CC or wait out the duration like everyone else, not buying Wit's End.
Wit's end doesn't really need changes IMO. It's pretty good as it is. A not so commonly known fact is that Wit's End makes Grasp of the Undying perform better. And outside of that practicality, it's a core item for support Orianna due to how her passive works, and it's also great on Braum and Lulu even though they may sometimes prioritize other items understandably(whoever they are supporting probably has high attack speed and can benefit from their passives instead of they themselves needing to buy attack speed). It is very useful in the hands of a Grasp user that has some sort of advantage in attacks(Zyra has greater than average attack range, Teemo can blind enemy to prevent retaliation) because it bolsters their entire kit while combining with runes to give them more value in HP from the magic resist the item is providing.
So yeah, just because it would be a lackluster item with many of the popular keystones in the game doesn't mean it's a bad item.
I can't agree with all you're saying, but I wouldn't say Wit's End is all-out bad. However, it's very problematic when the 7th highest builder of the item is Yasuo, who has next to no synergy with the Resistance Reduction, and the top builder of the item (Kayle) only builds it 4 times as often (17.3% of the time) as Yasuo does (4.2% of the time) at high ELO.
That just goes to show how strong that cheese is and how much more a Yasuo values MR + AS + magic on-hit over MR + AD + passive Shield + 1100 gold
. Yasuo could also just as easily keep the components separate and spend 1620 and get Negatron Cloak / 3 Daggers, have a hair more AS, and still build an AD/Crit component like BotRK or any Zeal item, but the on-hit damage along with the stronger potential MR make it that important to his early game specifically against magic damage.
For that reason, I disagree, the Magic Resist Shred is not the selling point on the item, hasn't been for a long time, and Yasuos have caught on, as well as many AS shredders. Also notice from those statistics that while other champions win with it more, that's because it tends to be 3rd or 4th item, whereas Yasuo tends to rush it. Champions who get it that late tend not to get it at all in their losses, more commonly sneak it in for wins, hence Teemo and Yasuo doing "worse" with the item.
Interesting that you comment on Yasuo building this item because I've built it on Tryndamere in the past. I don't really play him right now so I don't know if it's a great choice at the moment. My hunch is that it's better on Yasuo because of his free shield but I don't really know. Tryndamere still has free healing.
Especially if it could steal shields as well
