Midlane Brand is pretty fair though due to abilities being on cooldown if he wants to clear waves.
He's conceptually pretty fair champion, due to a lot of his damage being avoidable, and also delayed. His main one purpose is damage, so it's not like he's overloaded. It's just that he does a lot of damage, and this meta likes a lot of damage. Strong =/= unfair.
An example of an unfair champion is Tryndamere, who just splits all game and is never irrelevant because of this. It's just annoying as hell having to match this guy all game while he wacks at your turret. Even if he's weak, which he's not right now, he's still toxic to play against.

It never make sense, Brand is an AOE pure damage mage. He has no mobility, no high health, no sustain, his mana cost aren't gentle either. His only CC, a singlet target CC that can be creep block, need a condition first.
And comparing him to rakan... Does he have the insane engage Rakan can have (along with his shield passive)? Does he have this repositionning Rakan can have? Does he have sustain for his teammate? Rakan is super strong, like Brand, I don't even see how you can make sense.
he is kinda annoying to lane against but he is a slow immobile mage that gets fucked up by like a zed or some other assassin so try that

IMO his problem is that his base damage is too high. He needs to have higher scaling and cut the base in half. It’s always a mistake to try and make a mage a viable support with support items. They will just rape the lower elos building ap.

You know what's the issue, really? It's not the damage, it's not the passive even.
It's his ultimate going off sooo fast. When he was released his ultimate had, like, the slowest start-up speed ever. If the target was ablaze, it'd speed up though. This means it required some setup.
Nowadays a dying Brand can just press R quickly to dish out massive damage before dying. Because the missile speed on his R is so much faster the enemy team has no time to spread out (and instead have to spread their cheeks).
Granted, THE PASSIVE % buff that was done earlier (this season...?) was UNNEEDED.
You will see with new Akali, as 90% of new champ/rework champ : Unfair as hell.
What I don't understand is how you get away with saying things like this, but not mention how an assassin with half a brain just eliminates him. Esp. if he's bot lane. A roaming mid lane assassin should be getting fed on him.

The problem with Brand is that EVERYTHING BURNS!!!! His passive is waaaay overpowered its crazy... The thing is also Brand requires almost no skill, its a spam based champion! You only need to spam his abilities all at once and youre almost ALWAYS guaranteed a kill ...................
He's probably a little over tuned right now. But holistically, he's a pretty simple champion with a lot of counter play, so in order for him to be at all balanced he's going to be a bit strong on the low-end (both at lower MMRs and for new Brand players). So his winrate is always going to be a bit high, especially at lower ranks. We probably shouldn't see him in Challenger streams though, which is why I agree he needs a small nerf.
He has always been a menace however in order to be a actual problem he has to have a good player behind him. If he doesn't he is just annoying because he doesn't have to be good to hit you he just has to keep on fishing because eventually he is going to hit something.
I prefer going vs Brand than going vs Yasuo no matter how much you stomp him like a bug he needs 2 items to do a tripple. And if Brand misses 2 skills he is pretty much dead! [slayer-jinx-unamused]
Brand is very squishy. If you can engage him, he can't really do anything. Especially true for brand support. But that's mostly depending on the support match up there. I always try to drop him as low as possible at lvl1 and 2 so that he knows that next trade, he's dead. Its fairly easy since his w is easily dodgeable while he's very squishy.
I remember some annoying ass Brand that managed to poke me to death in early game laning phase...
