So why Is Jayce not considered a good ADC?

He's tough, he great for gank assists, he provides good damage and utility. He can survive getting dived and he has good power spikes. He has some cones yes, he has low sustain until you get tear (Ezreal much) and he requires a lot of practice and discipline since he has two isolated kits that almost make him two champions in one. But you know what, he fits into a plethora comps without sacrificing much. Siege comp he's got it. Team fighting engage/disengage he has both in spades. Split pushing, his passive and cannon E eat turrets and creeps. Objective focus, he has enough raw damage and poke to take them fast or push the other team off.

So why after all that is he still not a good ADC pick? Simple, he lacks an escape tool only because Riot won't unbind his hammer fall into a skill shot. Give him that and the sky is the limit. If Riot would just make his hammer fall a point click instead of a target it would help so much no matter where he is played.

He's like how old quinn was. No one considered old quinn as an optimal adc because no one should be both an adc and have to melee a champion. Which is what jayces kit takes him to do sometimes to secure a kill, go in and melee someone. Leaves him way to vulnerable for people to pile on/bait him to go in.

Quinn actually worked quite well as an ADC (still does too), as her transformation is different then Jayce. For Quinn, you could play the entire match without using tag team, as Quinn was a fully fledged champion by herself. The ult could be used as an escape or to assassinate a lone squishy. For Jayce, his kit is made to be constantly transforming: you poke down with ranged form, but mana costs are high, so you switch to melee to burst down the opponent and use W passive to earn mana back. The constant switch he needs to be at maximum effectiveness is the reason why he doesn't work too well as a bot lane carry (which isn't to say he can't be used there with the right matchup and support. Leona works wonders with him, particularly against a weak early laner like a Vayne)

Relatively short ranged, overly reliant on mana and mana items, has to build bruiserish and play like an assassin.

And seriously, fuck giving him another escape skill. He already has his gate and his Hammer E. Giving him even more mobility in the form of a freely targeted Q dash would be all hells of shit design.

He is a "Jack of all trades, master of none" kinda champ, and in this meta, being OK isn't good enough.

He works with a strong support like Leona (bonus points if you have full metal and project skins) against a squishy ADC like Vayne. Other then that, he can struggle easily against most meta ADCs

short range really is the reason. HIs laning also doesn't stand up to 2 people very well. He's a bit weaker than ezreal stacking his tear and kinda requires one. Does better agaisnt a melee toplaner.

He's not even the worst you could take as an ADC(strangely master yi's best winrate atm is as... an ADC, but then again his other winrates are 43% and lower) and it's hard to pick a really bad ADC atm as long as they're ranged. Even some melees are ok into SOME lanes. Usually ezreal lanes that you can sustain/out tank. It's not that Jayce is SUPER SUPER bad it's that the matchups in bot aren't as good as elsewhere and his playstyle is better no as an ADC but as an AD caster because of it.

Try playing Jayce ADC above bronze/silver level for a few games and you will see its weaknesses.

From personal experience, he does a ton of damage, but his range is too short for it to be reliable. Pretty much any assassin/fighter will blow you up. Graves will face tank your damage and then blow you up.

Because he has below-average range and his kit wants him to melee a good portion of the time, which is really bad if you're building glass cannon. Also, his kit doesn't actually scale that well with crit/AS because of how his steroids work. Jayce excels at dealing damage in regular bursts, but his sustained DPS is mediocre.
