W affects skill damage instead of auto attacks, auto's reduce CD's. Base stats can now be buffed. R could spread W effects to your aa's (temporary OP). Use passive on allies. Done.

Brascus1 votesMoving the steroids to ability damage allows his base damage to be buffed so he's viable because skills shots are fair and bonus healing aa's aren't.

His healing is his theme so it has to be strong, it can't be on aa's because items make it too exploitable. Ability's are the only thing left really.
