How does the new Fleet Footwork compare to the current warlords bloodlust?

Fleet Footwork no longer scales with crit. I'm not sure if it takes the same amount of time to charge

Same movespeed and duration.

I was hoping it would get a bit of a power up as other old keystones like thunderlords decree and stormraiders surge have

Warlord's bloodlust has been the most bullshit overpowered keystone in this game all season and you want it powered up LOL.

When it was at 20% lifesteal based on missing HP it was bullshit, when it was 15% lifesteal based on missing HP it was bullshit, and it was weak for like 1-2 patches until Riot changed RFC and pushed it back to bullshit OP levels again.
