I realize there are only about 3 champs with silences left in their kit (Garen, Blitz, and Soraka), but why doesn't it proc the keystone? Prevents them from performing abilities sounds like some pretty hard CC.
It's mostly just for a question for the sake of Garen since Blitz has hard CC and Raka wouldn't use the keystone anyway.

Sogreth2 votesIt's just like Blind, but for Mages. I would have to agree that it's a hard CC, but it would only be for certain champs.
If you Silence a Cait, what will that do? She will still kill you. But it's not any different than Blinding an Annie. Blind and Silence are odd ones.

Sukishoo1 votesThey aren't hard cc. You can't cast but you can still move. Knock ups, roots, snares don't allow you to move from the position that you are hit in, that's why they made it that way.

Second, why should they? hard CC is CC that takes way your ability to control your champs movement, whether it is by preventing their movement, forcing them to move in a certain way or direction or outright displacing them.
Silences don't do this.
