Will New Champ Select eventually apply to all queues?

Wondering re: topic title. One of the things that has always bugged me about League is how there often isn't a unified experience across the entire game. It seems that Riot is so invested in eSports that they often forget about the casual and less competitive but steady players which in fact make up most of the playerbase of any multiplayer game. Often major core changes to the game take a really long time to propogate across all parts of the game. I hope that won't be the case this time. I feel like if they spent enough time testing this in PBE that it should have been released for the entire game, not just two queues.

So will the new champ select roll out across the entire game or will it only apply to SR normal draft and ranked draft for as far into the future as we can see? Also, will it be applying to fixed ranked teams or not?

(Someone tell me if I'm wrong here but I suspect the answer may be "no" because they will wait until their brand new PvP.net client is ready)
