What the. Kayle... I'm pretty sure her E doesn't work with Devourer anyway. And that build would deal like no damage besides bases(which is literally 60 on her E, her main ability) and that little bit of 180 AP which is equal to a measly 54 extra damage on her E's. So basically every AA with her E up deals, at level 18 which is about when she'd get full build:

Base AD: 106.404 physical Wit's End: 42 magic Base damage E: 60 magic AP Ratio on E: 30% AP with 180 AP = 54 magic AD Ratio on E: 40% AD with 106.404 AD = 42.5616, but doesn't deal damage to target and only in AOE so I won't count this. Runaan's Hurricane passive: 10 physical

So, all combined, she deals 116 physical damage(rounded down from 116.404), and 156 magic damage every first hit and other after that. All in all 272 damage not including magic resist and armor.

Every 2nd hit and other after that she deals, if Devourer upgrades her E, 312 magic and 136 physical. All in all 448 damage not including magic resist and armor. Otherwise every 2nd hit and other she would deal 198 magic damage and 136 physical. All in all 334 damage not including magic resist and armor.

All armor and magic resists after 1 hit are depleted by 3% until the buff wears off after 5 seconds. Stacks up to 5 times.

How is this considered OP again?

I thought Sated Devourer AAs wouldn't proc on-hits twice on Runaan's side bolts. How does it work?

I'm not so sure about that build, bud. Hurricane isn't that good on her anymore.
