like is that champion thing or just the player himself. Doesn't that mean she is like really broken

Well, Jinx has a lot of problems. While she does have a very VERY high power ceiling, she does have very few escapes. To make up for this, she has a lot of cc and her passive, but these do not always work. Yeah, Jinx has a passive AS steroid, and, yeah, she does get AoE crits, but you can't AoE crit if you're dead. This player has to be really skilled with Jinx. That or his opponents must be making a bunch of mistakes.

Although, nothing is more satisfying than nailing it on an enemy like Twitch that goes invisible. Feels like you're the best player ever, lol.

if you take hundred thousand of players some of them will have 100% winrate with any champion for a few games

Jinx is a disgusting, massively OP moving fortress which deals irreal dmg while having irreal utility. The only reason she is not in the "OMG WTF NERFPLZ BBQ" cathegory cuz the other "balanced&fun2play" champsl ike zed and blanc keeps her in check.
