Is Evelynn's Q getting nerfed because of liandry's

I was wondering why Evelynn's Q is getting nerfed. It's usually the first thing I max on her so this will her her early-mid game. I can't help but think the liandry's buff is a part of this, but Liandry's isn't an early item on evelynn. Jungle Eve wants her runeglaive and lane eve wants... I forget. Maybe a DFG, Luden's, Zhonya's, or Rylai's depending on who she's laning against. Still, most of these item aren't usually completed until just before laning ends.
