Why do juggernauts get to be lane bullies and "hypercarries" at the same time.

I'm talking mostly darius and garen. Both scale very tanky while doing damage. You say kite them? What if they have a dive/devourer jungle, the juggernaut top themselves, and a tanky engage support such as thresh or blitz? Yeah. . . Compared to riven they DON'T run the risk of being squishy even if fed (bait her shield) and true damage l o l. . . heals (unlike rive) l o l. . . For now if nothing is done the meta is gonna stay where juggernaut tops scale to be teamfight monsters (Tanky) while doing damage in lane too.
